Paris, August 5, 1912.

MR. CARNEGIE spoke this morning to M. de Margerie, late French Minister in king, who has taken M. Conty's place as "sous-directeur politique" in the Ministry for oreign Affairs, in regard to the reported intention of the Government of Indo-China contract with the Provincial Government of Yüunan for a regular supply of opium, hich formed the subject of your despatch No. 370 of the 3rd instant.

M. de Margerie said that he had left Peking at the beginning of last month, and hat he had heard nothing there of this proposal of the Government of Indo-China, aud bat such questions were always reported to the French Legation. He promised to nquire into the matter, and would send a reply in regard to it and the other points aised in your despatch, the contents of which were embodied in an unofficial hemorandum which Mr. Carnegie left with him.
